Vivienne is a clinical psychologist with over 35 years of experience in clinical practice, service design, research, and policy. Her career has been defined by a deep commitment to helping individuals, families, and communities heal, grow, and thrive. Known for her compassionate approach and evidence-based methods, Vivienne has worked extensively across diverse areas of mental health.

Decades of Experience
Vivienne primarily practices Cognitive Behavioural Therapy and Behaviour Modification, but her approach is eclectic and tailored to the unique needs of each individual, couple, or family. Her work is grounded in psychological science, yet enriched by empathy and practical strategies that empower clients to make meaningful changes in their lives.
Vivienne began her career at the Institute of Mental Health (IMH), where she spent nearly a decade conducting psychological assessments and providing individual, family and group therapy to both inpatients and outpatients. She served as Deputy Head of the Trauma Clinic and contributed to specialized clinics for mood and eating disorders. During this time, she was sent to the United States for advanced training in trauma therapy and disaster response, working with survivors of childhood abuse and complex trauma. This experience shaped her lifelong commitment to helping people rebuild after crisis.

After IMH, Vivienne moved to the Ministry of Social and Family Development (MSF), where she held senior leadership roles. Overseeing a branch of over 40 of psychologists providing clinical and forensic services, she started the Services for Trauma and Abuse Recovery (STAR) team, introduced evidence‑based parenting and trauma programmes, and worked with both survivors and perpetrators of abuse, as well as youth offenders. In 2013, Vivienne became Chief Psychologist at MSF, overseeing psychological services across the Ministry and the wider social sector. She spearheaded the regulation of psychologists in Singapore, set up the Community Psychology Hub (which grew from 15 to over 120 psychologists), and was Head of CARE, the Ministry’s emergency response team, for more than 20 years. Under her leadership, MSF CARE responded to national emergencies such as the SQ 006 crash, Asian Tsunami, the Nicoll Highway collapse, Sabah Earthquake.During COVID‑19 pandemic, she set up the National CARE Hotline which handled over 77,000 calls, offering vital psychological support to the public.

In Vivienne’s final year at MSF, she took on the role of Director of Psychological Research and Evaluation, where her focus was on developing assessment tools, evaluating outcomes, and conducting sensemaking research to guide policy and practice.

She has also contributed to numerous national committees, including the National Mental Health Competency Training Framework, the Steering Committee for Mental Health Research Strategy, and the Youth Suicide Interventions Implementation Workgroup.

Advocacy and Community Work
Vivienne achievements are complemented by her dedication to vulnerable children and families. Her professional life is deeply connected to her personal values. She is a mother of three adult sons and a grandmother, and for the past 18 years she has also been a foster parent. Over this time, she has welcomed more than 16 children into her home, providing care and stability until they could safely return to their families. In 2013, she co‑founded Home for Good‑SG, which has grown into a registered charity supporting foster families and advocating for vulnerable children in Singapore. Her fostering journey has given her unique insight into the challenges families face and the resilience they can build.

Sharing Knowledge and Hope
Vivienne is passionate about making psychology accessible to everyone. She has written research articles on child abuse and delinquency, trauma and the links between mental and physical health, and as also contributed a chapter on adoption to the Primer of Child & Adolescent Psychiatry. A sought‑after speaker and trainer known for blending evidence‑based strategies with warmth and humour, she often gives talks on parenting, fostering and adoption, mental health issues, coping in toxic workplaces, and resilience. Over the years, she has spoken to professionals, churches, and community groups, and has been featured in media interviews and articles.

Recognition
Her contributions have been widely recognized throughout her long civil service career. In 2025, she was awarded the Public Administration Medal (Silver) for her service to Singapore in recognition of her contributions to psychological services and public well-being in Singapore.
