Dr. Lambert Low is a Senior Consultant Psychiatrist with a clinical focus on Addictive Disorders. Formerly the Chief of the Addiction Medicine Department at the Institute of Mental Health (IMH), Dr. Low has contributed to the development of national strategies related to addiction care and patient advocacy.

He received the Health Manpower Development Programme (HMDP) Award from the National Healthcare Group and completed a Master of Science in Addiction Studies with Distinction at King’s College London in 2016.

Dr. Low has over a decade of clinical experience in managing a broad spectrum of psychiatric conditions. In addition to his clinical interest in substance use disorders and behavioural addictions such as Gaming Disorder, he treats:

He adopts clinical approaches aligned with individual patient assessments in both inpatient and outpatient settings. Dr. Low has also served as an expert forensic psychiatric witness in the High Court, including providing testimony on matters such as blood alcohol concentration.

Dr. Low is the current Chairman and a founding member of the Section of Addiction Psychiatry under the College of Psychiatrists, Singapore. He has contributed to several national publications and clinical guidelines, including:

2023: Contributor to the Singapore Medical Journal article, “Good Practices in the Prescription of Benzodiazepines and Other Sedative Hypnotics”

2024: Co-author of “Clinical Guidance for Care of People Who Vape”, published by the National Healthcare Group

2021: Member of the Ministry of Health (MOH) Opioids Subcommittee, contributing to the National Guidelines for the Safe Prescribing of Opioids

Served as DrugFreeSG Champion, Inter-Ministry Committee on Drug Prevention for Youths
In 2025, Dr. Low authored “The Addiction Equation: What is Having a Dependency All About?”—a public education resource discussing addiction and related topics.

He has participated in international conferences on topics including drug policy and gambling addiction, and has contributed to public health discussions through media interviews on matters such as youth drug prevention, smoking cessation, and emerging issues such as KPOD use.

Dr. Low currently serves on the Council of the Singapore Medical Association (SMA), where he is Vice-Chairman of the Complaints Committee. His previous professional roles include:

As a medical educator, he has taught at all three medical schools in Singapore and has held appointments as an Adjunct Assistant Professor at both the Lee Kong Chian School of Medicine and Duke-NUS Medical School.

Dr. Low holds a Graduate Diploma in Acupuncture from the Singapore College of Traditional Chinese Medicine (2015) and is a registered acupuncturist with the Traditional Chinese Medicine Practitioners Board.​
