With over a decade of experience, Senior Consultant Psychiatrist Dr. Low has dedicated his career to helping individuals navigate the complexities of mental health and addiction. He previously served as Chief of the Addiction Medicine Department at the Institute of Mental Health (IMH), where he was involved in service leadership and national-level clinical initiatives.

His areas of expertise include General Adult Psychiatry, Addiction Psychiatry, and Forensic Psychiatry.

Dr. Low sees adolescents and adults and manages a wide range of psychiatric conditions, including, but not limited to; depressive and anxiety disorders, Obsessive-Compulsive Disorder (OCD), psychotic disorders, Attention Deficit Hyperactivity Disorder (ADHD), trauma-related conditions, and complex comorbid presentations. He is experienced in treating both acute and chronic psychiatric illnesses, tailoring care to individual needs.

In addition to managing substance use and behavioural addictions — including youth drug prevention, smoking cessation, KPOD and vaping-related issues, gaming addiction, and compulsive sexual behaviours — he has served as an expert psychiatric witness in the High Court. In this capacity, he provides independent forensic psychiatric evaluations and expert opinion on matters such as criminal responsibility, risk assessment, and blood alcohol concentration.

Dr. Low received the Health Manpower Development Programme (HMDP) Award from the National Healthcare Group and completed a Master of Science in Addiction Studies with Distinction at King’s College London in 2016. He also holds a Graduate Diploma in Acupuncture from the Singapore College of Traditional Chinese Medicine (2015) and has an understanding of complimentary approaches used in mental health.

He is fluent in English and Mandarin.

Dr. Low was a former Chairman and a founding member of the Section of Addiction Psychiatry under the College of Psychiatrists, Singapore. He has contributed to national clinical guidelines, including work with the Ministry of Health Opioids Subcommittee on the National Guidelines for the Safe Prescribing of Opioids, as well as publications such as the 2023 Singapore Medical Journal article on benzodiazepine prescribing and the 2024 "Clinical Guidance for Care of People Who Vape" published by the National Healthcare Group.

Dr. Low values contributing to medical education and has been involved in teaching at all three medical schools in Singapore. He has also held adjunct academic appointments at the Lee Kong Chian School of Medicine and Duke-NUS Medical School.

He has served on the Council of the Singapore Medical Association (SMA) from April 2020 to April 2026 and has previously held leadership roles in the Singapore Psychiatric Association and the Singapore Association for Mental Health. In 2025, he authored “The Addiction Equation: What is Having a Dependency All About?”, a public education resource aimed at improving understanding of addiction and recovery.

In his free time, the father of three young children enjoys singing and emceeing. He has previously served as an emcee for various corporate events, including the Healthcare Humanity Awards, and took part in the Singapore Idol competition.
